Windows XP Recovery Console Help

I am trying to recover from a corrupted registry using the recovery console.
I boot up using Windows XP Setup disks. After the "Welcome to Setup" screen
appears, I hit "r" to get to the Recovery Console. The screen then states:

1: C:\Windows

Which Windows installation would you like to log on to (to cancel, press
ENTER)?

I enter the number "1" after the question mark, hit return (enter) and
nothing happens. I only have one installation of Windows and it is on the C:
drive. Is there another way to select the installation rather than entering
"1" and hitting return?

I followed the advice and it got me a little farther but when I clicked on
"set up" and accepted the license, the screen changed and the annotation on
the bottom said "Searching for Windows Installations" and stuck there.

I should say that this is a Dell OEM installation of Windows. I'm not sure
if that makes a difference as I assume the majority of Windows PCs are
running with OEM instllations.

Thanks for your help and in advance if you reply again with another
suggestion.
