Windows XP Reboots Itself

Hi,

My Home PC (HP Pavilion) has Windows XP and the program is
continuously rebooting itself at start up. It boots all
the way to the shortcuts screen, and then reboots.

The error message that I get is:

devldr32.exe.DLL Initialization Failed
The application failed to initialize windows is shutting down

How do I begin to tackle this problem?
