Windows XP Profiles

Is there a way to lock down a desktop? Meaning I don't want to use mandatory
user profiles. Just want to lock the desktop from being changed?

I tried that, but when the user logs off, You get an error message.

Use NTFS, and Deny Everyone the Write permission to the
\documents and settings\default user\desktop and
\documents and settings\<whatever users>\desktop
directories.
