Windows XP Professional freezing on shutdonw

Recently Windows XP Professional freezes on shutnown or restart, regardless
of whether all running programs have been closed manually or not. It hangs
up on a blue screen with "windows logging off". The computer on/off switch
does not shutdown the computer. The only way to shut down the computer is to
pull the power plug. When next booted up Windows may or may not freeze on
shutdown.
Any suggestions will be welcome.

First of all, if you press and hold the power button down on your PC for 10
sec. it will turn off. I dont know if this will work for you, but try this.
Goto Control panel>system Goto the advanced tab. Press the performance
settings button. Under the visual effects tab, choose "let windows choose
whats best for my computer" Press apply and shut it down. Good luck
