Windows XP PRO wont allow DirextX 9.0b install

Hello,
for some reason my computer (running windows XP
Pro) compalins that directX 9.0b hanst passed windows
logo testing and isnt certified by microsoft. it was MADE
by microsoft for crying out loud. email me suggestions at
