i am confused on how the system works. if i want to
format and reinstall windows do i need a new coa or does
it recognize that it has been uninstalled and i can then
use it again.

It doesn't exactly do that either. Just reactivate it after
installation, and it should work without a problem. For more info

No, you can format and reinstall as many times as you want on the same
computer.

Greetings --

There's no limit to the number of times you can reinstall and
activate the same WinXP license on the same PC. Nor is there ever a
charge. If it's been more than 120 days since you last activated
that specific Product Key, you'll most likely be able to activate via
the Internet without problem. If it's been less, you might have to
make a 5 minute phone call.
