Windows XP pro access to slave drive from previous PC

My last PC died, I upgraded to a new PC, tried to slave the old drive to my
new system to transfer files, but the files under the account "user"
(f:\Documents and Settings\user)from the slave drive can not be accessed by
admin accounts on the new PC. Are there command line entries I can do to
open up permissions to that data so that I can recover my files off of the
slave drive?

Without knowing exactly what error message is generated when you
attempt to access these files I'm guessing that you need to take
ownership of that folder. You might want to take a look here:
