On the newegg site, which may or may not be representative, xp oem can
be purchased if the following criteria are met:
Disclaimer: Qualifying proof of purchase must be recent receipts showing
the purchase of a mother board, hard drive, RAM and a CPU. The
components can be on multiple receipts; not necessarily all on one
receipt nor on the same receipt as the qualifying Windows XP/Office 2003
that you purchased.

There is no such requirement for vista oem.

I spoke to a retailer and he told me that OEMs would no longer be sold
without also buying a CPU, motherboard, RAM and a hard drive. He said it
applied to both XP and Vista.

This is from the MWave website:

" Qualifying proof of purchase must be either a receipt for a
complete personal computer or recent receipts showing the
purchase of a mother board, hard drive, RAM and a CPU.
The components can be on multiple receipts; not necessarily
all on one receipt nor on the same receipt as the qualifying
Windows XP/Office 2003 that you purchased."

So you send them a xerox copy of the receipt for your PC
from 1999 or you show them copies of your receipts for
your homebrew PC parts. I mean, the OS has to run on
a PC anyway, right?

That's in the States. In Europe, you have to buy a new PC if you want to
purchase a generic OEM version of XP or Vista. Receipts, forged or
otherwise, are not acceptable. I guess MS wants Europe to move even more
quickly towards Open Source.

I can see US denizens copying Newegg's logo and making up receipts for
themselves so they can get a generic copy of XP or Vista. I bet that
soon that loophole will be filled by MS and you'll have to buy a PC to
get a generic copy of XP or Vista. If you want to put XP on an old PC,
you'll have to buy a retail copy.

I wonder what MS will do next to alienate their customers?

Mwave has the blurb about the requirement for purchase of a mainboard
etc,
where Newegg does not. These are just marketing/sales tactics.

You're wrong and it ain't a-gonna get better. MS will tighten the screws
as long as the can. It's called "milking the golden cow".
