Windows XP not booting up

Just bought a laptop off ebay,a Dell Intel Pentium and according to the
sellers description,it has Microsoft Windows 95. Having started it up,it has
Windows XP (XP Professional i think), on the screen it says 'windows starting
up' and then it goes onto this screen

and reverts back to windows booting up
Advise would be appreciated,thanks

That is your BIOS screen and the machine isn't getting through the POST
(Power On Self Test). This indicates major hardware failure, probably the
motherboard since if it were just the hard drive you would get further into
the POST and then get a message about no hard drive/operating system being
found. This has nothing to do with Windows and you can't fix this yourself.

If you can return the machine to the seller and get your money back, you
should do so. Since you bought this on eBay, I don't hold out a lot of hope
for you but it's worth a try. IMO it's never a good idea to purchase
computers on eBay.
