How can i edit local policy settings in windows xp? do i have to
download a software to edit local policy settings in xp? like editing
startup programs or disabling shut down to workstations being myself as
the administrator?

If you have XP Pro use the Group Policy Editor...
Start | Run | Type: gpedit.msc | Click OK

Also, Start\Setings\Control Panel\Administrative Tools

Also, Start\Programs\Administrative Tools if on the Start Menu.

To add Administrative Tools to the Start menu

Classic Start Menu...
Right click the Start button | Properties | Start Menu tab |
Customize button | Select Display Administrative Tools |
OK | Apply | OK

XP Start Menu...
Right click the Start button | Properties | Start Menu tab |
Customize button | Advanced tab | Under System Administrative
Tools | Select Display on the All Programs menu and Start Menu |
OK | Apply | OK

thanks wesley i browsed the instructions you told, and it helps so
much. now im gonna try implimenting policies that i want, for security
purposes, thanks very much.

Here's a tip, double click any policy in the right hand pane, click the
Explain tab and read all about it. You can also click the Next button to
read all of the policies in that group.

Or you can read about them here...

Windows 2003, Windows XP, and Windows 2000 Group Policies by policy name
Policies open in a new window and have registry references.
Number of policies in database: 844

You can also set up a custom console.
