Do a search in your Newsgroup listing for "xp win os", or similar wording, or use Google. It depends on what you want from a group. Some which I just now found are:

alt.os.windows-xp (seems like a rough and ready group)
\ a dash

alt.os.windows.xp (seems more polite & conservative)
\ a period

Use the news server msnews.microsoft.com and there are many there.

Funny, that is not available from my isp. In fact very few Microsoft
related ngs are shown. I guess someone there must make the decision as
to which ngs it will carry. Is that how it works? I will contact them
to get the scoop.

Yes, that is how it works. Contact your newsadmin / support and ask them
to add the newgroup to their server. (Give them the names you need)
The address is usually newsmaster@, but this is not a must. Look at
their support page, there you will probably find some contact
information.
