Windows XP Home will not boot

When I reboot the computer, it just stays in the Win XP splash sceen.
The only way I am able to get it to boot completely was to go into safe
mode and from the msconfig-services disable System Event Notification
and Windows Firewall/Internet Connection Sharing (ICS) services. I'm
thinking they became corrupt. Tried restoring to an earlier point. Do I
need to reinstall or can these services be repaired?
