Windows xp home problems

My computer keeps restarting it only goes as far as the explorer logo screen
and then shuts down.
I have tried starting it in safe mode but that does not work either. anyone
out there that has an idea how I can make this work.
I do not have a a restoration cd ( it is called something like that)
I am desperate,
Help please!!!!

I forgot to say that at some point the screen did state that a program had
not been properly installed
