I have just recovered from exactly the same problem. The cause was I had run
Toni arts Regcleaner and this can remove a necessary registry entry. The
cure was to run a Doug Knox fix tool which can be downloaded from http://www.dougknox.com/xp/scripts_desc/fixwinxphelp.htm
Obviously if you have not run RegCleaner this will not be the solution for
you though it may help others.

Did you ever get and answer to this problem? I have not
been able to solve this for over 2 months now? Other
quirkey things happening. No User Profile icon in the
control panel, no picture or name in the top of the start
button task pain anymore and also not remote assistance
response anymore.
