Windows XP should be managing your RAM properly unless you
are running badly programmed applications which hog RAm
and don't give it back when it's no longer needed, but
explorer.exe isn't one of them - unless perhaps its been
hijacked and replaced by a virus/worm and isn't
functioning properly.

Download, install and run these free utilities:
Spybot - http://www.safer-networking.org/
Ad-aware - http://www.lavasoftusa.com/
HighjackThis - http://www.spywareinfo.com/

If you haven't got a virus scanner, try using the free
version of AVG from http://www.grisoft.com/.

Make sure that they've got the latest updates by running
their update features.

You can learn how to use HijackThis from the forum at
http://www.spywareinfo.com/.

This is probably a result of an attack by a parasite (though
explorer.exe can legitimately use up to around 60 MB depending on how
many windows and how complex their contents are)

Go to www.aumha.org/a/quickfix.htm
and use the tools linked there
