Hi Max

Sounds as if there might be more wrong than just the icon behaviour.
Still, you could try downloading this file from MVP Kelly Theriot:

There is a layout.dll which you should put into Windows\System32 and a
..vbs script you need to run. This adds Save Icon Layout and Restore Icon
Layout items to the context menu when you right-click on the desktop.

After installing, try once more re-arranging your icons the way you want
them; make sure that in Arrange Icons By. . . only "Align to Grid" and
"Show desktop icons" are checked. Now right-click again, choose Save
Desktop Icon Layout, wait for the confirmation message and reboot.

Thanks for your help, did not work either.

The taskbar changes as well, I check the quick launch and in the next reboot
it is gone.

One more thought, Max: open Regedit and navigate to the key
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
In the right pane, do you have an entry called NoSaveSettings? It should
be of type dword. If it's set to 1, change it to 0, then reboot or log
off and on again. Now try re-arranging things again as you want them and
see if they will stick.

Sorry for the delay, I checked the registry entry and it is already with the
value 0
