I removed a file called MSCompPackV1, and my Windows XP reverted to a more
primitive state. For example, the menu on my Task Manager doesn't have a
Shutdown button. Similarly, the sign-on screen where I put in my password
doesn't have a picture of me any more.

Does anyone know what has happened to my Windows XP, and how to restore it
to its prior state. I am running XP with SP2 on a Dell 4550.

I fixed it! The Welcome Screen had been disabled by Client Service for
Netware. It was a matter of uninstalling that software, going to User
Accounts and opting to use the Welcome Screen.
