windows xp becomes unresponsive when connecting with modem

i've got a brand new ibm t40 PM1.6 with the "agere ac'97" softmodem.
it's running windows xp pro service pack 1. everything works properly
except for the modem. anytime i attempt to dial out, it dials, and
starts to connect. while it's connecting, the OS slows down to a
halt. the mouse responds 30 seconds after i move it.
the symptoms are exactly the same as thos in microsoft KB article

i've taken all the steps in the article (namely the SP1 and the
registry hack), but to no avail.
IBM has already replaced the modem. No change.
I tried using an old PCMCIA modem that I had. The same problem
occurs.

has anyone else seen this problem/know a solution?

ibm's solution is to reinstall windows.
 
i had to install windows xp service pack 2 over the weekend. on a
hunch i tested the modem operation after it installed and everything is
working fine. go figure.
