Windows XP bad CD questions

I'm trying to help my brother who's trying to install Windows XP. He's
been getting stop 0x0000006F session3_initialization_failed errors. I
had him test the RAM with Memtest and Microsoft's memory diagnostic. I
had him pull out everything non-essential, try one RAM stick at a
time, try another IDE cable for the HD, and try another CD drive.
Nothing seemed to work. I did some googling and found that some people
who were getting the same error traced it to bad Windows XP CDs. So, I
had my brother try the XP CD for his other computer and it's actually
installing fine now.

I know that he can't use the key for his older copy (XP Home Edition
OEM) to activate it, since he's using it now on another computer.
However, could he use the key for the bad CD he just bought (XP Home
Edition OEM w/ SP1a) even though he's installing from another CD? Or
does he have to wait until he can RMA the newer copy?

If they're both home oem it will work.
