windows won't start

hi
i reset my computer while running a few programs.
when it restarts, i get this message saying a problem has
been detected.
i am given 5 options for restarting. the first 3 are to
start in various safe modes (none of which work).
the 4th option is to start using the setup that last
worked on the machine.
the 5th option is to start windows normally.
with these last 2 options, the black screen with the
windows xp logo and the green bars running across the
middle of the screen appears but then it quickly flashes
to a blue screen with white text which disappears too
quickly to read and the compure restarts again and i end
up at the same place.
help?
