Do you know what she did or what did she last do? Also, has she backed
up her own data such as letters, pictures, emails, music files etc.

She may need to do repair install but she needs t back up her personal
data just in case something goes wrong.

Has she got an original Operating CD for her system? Tell us what did
she receive with her laptop when she bought it new.

What is the model of the machine?
How she trying to get into safe mode? Is she tapping the f8 key? If you get
into safe mode you have options. Which option is she trying. I have a
feeling she is not tapping the f8 key properly to get into safe mode.

If you are able to run a virus scan from a cd or floppy. If not your mom
machine should come with a Operating System Disk.

Check this link
http://h10025.www1.hp.com/ewfrf/wc/...374395&dlc=en&docname=c00006110#c00006110_doc
and read the entire article and follow the instructions to do a repair
install, if you are confident. If not take it to a good repair shop. Even if
you are able to do the repair run a virus and spyware check and make sure
the firewall and antivirus program is running before you reconnect to the
internet. Make sure your operating system, virus and anti spyware programs
are up to date.

Alternatively, you could create an emergency bootup disk by copying the
following files to a fomatted floppy disk:

Boot.ini
ntldr
ntdetect.com

All three files should be on the root directory.
