windows within web pages open blank

I am able to open internet explorer, but oftentimes, not
always, when I click on a link on a home page that opens
another window, that window is blank.
This does not happen on the first window I try to open -
it generally opens fine, but it happens on all the
following occurences. I re-loaded internet explorer from
the Microsoft website and it did not correct the problem.
Please help.

1. Click Start, and then click Run.

2. In the Open box, type:

regsvr32 urlmon.dll

3. Click OK, and then click OK again when you receive the following message:

DllRegisterServer in urlmon.dll succeeded.

You can also try this:

Go to Start/run, and type SFC (SFC /SCANNOW for Win2K or WinXP).
Choose 'Extract One File From Installation Disk'.
Type oleaut32.dll, not worrying about its location. Then, click Start.

Next to 'Restore From', type in or browse for the file's location, which is
probably in the Win98 folder of your installation CD-ROM (typically
D:\Win98), or in your Windows\Options\Cabs folder, as the case may be.

Then, next to 'Save File In', enter C:\Windows\System, and click OK. System
File Checker looks for the file, saves it as you requested, and then tells
you that 'the file has been successfully extracted'.

You may need to reboot.

I did the first group of executions with the regsvr32 and
all the options for it listed in the article. Then I
rebooted. Interestingly, it worked for a few times and
then I got blank windows again. I had to shut down
explorer and open it back up again in order to post a
reply to you.

The article said to check certain registries. I am unsure
how to do that.

Also I cannot do your second suggestion as I do not have
an installation disk for XP or explorer. They came loaded
on my Dell computer.

The article said something about a hotfix. Can you help
with that. Other suggestions?
