WIndows will only run in safe mode

windoes will not open in normal mode it only opens in safe mode. in normal
mode it will take me to the desktop screen but will not display a start bar
or icons. also when i attempt to open any files in the controll panel or any
windows files such as update i am displayed an error msg or an access denied.

You might be running out of disk space ......... go to Safe Mode and check
the disk capacity - if you find that you are running at maximum level then
you'll have to delete some files / folders / programme's etc .......... hope
you know what /how to do that !

After you have cleaned up the drive ......... try a re-boot as normal.
