windows will not start after boot

when booting screen goes blue and then it says set up being restarted and
then screen goes black with mouse pointer which u can move anywhere but no
explorer
can one use system restore in dos mode

as I do not know what happened previously it might be a good remedy to start
the PC from your windows CD and enter the restore shell (which looks like
dos).
Use teh command chkdsk plus the switches /p /r.
Sometimes file pointers get corrupted and chkdsk might repair them. A sign
for this can be that chkdsk reports to have found at least one error.
(This was a layman's hint - no guarantee).

i have tried that but still have the same prob.i also load a second copy of
win and everything works i get into explore.
the prob is that all my prog associated with the old win does not work.is
there a way i dos to use system restore
oh i was using system mechanic 4 and then rebooted ah ya
