Windows will not shut down

When I attempt to shut down, even though I select "Shut
Down" the computer restarts itself as though I had
selected "Restart". Is there some setting I can change to
correct this?

Hi Patti:
Thanks for your tip. As it turns out, I walked through
most of these efforts, but it turns out my BIOS is late
1999 and that seems to be the problem, since post 2000
BIOS doesn't seem to have the same problem, excluding all
of these other issues. The site you referred me to dealt
with the issues exactly as the MS support tech did.
