Windows Will not load or start

OK, this is EXACTLY what happens when I turn on my computer.
1. It will show the Dell start up screen then continue on to the Windows XP
starting screen like it always has.
2. It will show the different profiles.
3. As soon as I log in it will briefly show the desktop and then the entire
computer will restart with the Dell start up screen.
Why is this happening and is there any way I can fix it?
 
Boot to safe mode using F8, run msconfig and disable all startup items and
restart, if it boots normally then you need to re enable one at a time to
see which one is causing the problem
