Windows Vista problem at startup

I am getting a re-occurring message at startup that states:

Exception Processing Message 0xc0000013 Parameters 0x7621023C 0x83E2CB4C
0x7621023C 0x7621023C

My options are: Cancel Try Again Continue

I have to cancel several times before it stops. What is this, and how do I
correct it?

Hi Mary,

You need to isolate what is in the startup axis causing this problem. Click
start and type msconfig, then hit <enter>. On the startup tab uncheck half
the entries. Click apply/ok and restart the system. If the error does not
occur, then the problem lies with one of the unchecked entries. Recheck half
of them and repeat. If it still reoccurs, uncheck half the remaining entries
and repeat the process. Continue until you find the problem process, then
post back with the contents of that entry.

What event log messages are present that may lead to the cause?
When did this first start and what changes happened around that time?
(driver updates, program installs, windows updates, drive mappings, new
hardware, etc.)
If you start in "safe mode", does the error go away?
Does Device Manager show any devices with errors?
