Windows Update

As a new xp user I find that I can't do a windows update
due to some activex or similar not being turned on.

"Your current security settings prohibit running ActiveX
controls on this page"

I have set all my security settings to low and enabled all
the activex tabs in that box to no avail

Can anyone advise me where and what to do to correct this
problem.
