Windows update xp pro

When I try to access automate updates for windows XP Pro
I get this message

"Do you want to install and run Windows Update Identifier"

"The publisher cannot be determined due to the problems
below"

"Signature does not contain a valid counter signing
certificate"

When I reply yes it goes away but windows update does
nothing....
I reboot the machine and it does the same thing over again

The bottom line is that I cannot run Windows update to
access Service Packs or Patches

Have you ever been able to access and install from Windows Update?

Does Windows Update.log or iuhist.xml contain any errors?

Have you tried visiting http://windowsupdate.microsoft.com to make sure
you're currently up-to-date, even though Automatic Updates are not currently
accessible to you?
