Most patches are released on the second Tuesday of the month. Some are not.
If you have Windows Defender, 2 or 3 a week is not uncommon.

As for the time, it is not uniform. I can't speak for every time zone in the
world, but from my experience, people on the east coast get patches before
people on the west coast, and there is never an exact time to quote.

And as I'm in the UK when I had XP my notice came in on a Wednesday morning
when the machine was first started up, I think it's around 10 am on the
Tuesday morning Microsoft time when they send them out.

As the others have told you, the answer is "it depends". There is no way to
really answer your question.

I get them on a Wednesday, as I am about 15 hours ahead of US time.

Bill, your sensible question did not get a definitive answer. I had exactly
the same question. Your post popped out first from my search. Second was
this article:

So the answer is 10:00 PST, i.e. 18:00 UK time or 19:00 UK time around the
equinoxes.
