Windows Update issue

I have been trying to update one of the Critical Updates,
# KB828026 for over 2 months now. It downloads and says
that it installed sucessfully, however, when I come back
to Windows Update, it's there again. It never completes
the install. It's the only update that has never worked
properly.

Help.
