Windows Update error 0x800a138f

I found this error in the database but I don't have ANY
of the folders it lists to check. I just did a fresh load
of XP Pro, and I'm unable to get updates due to this
error. I searched for the iuhist.xml file but it wasn't
there. How do I load this file/the folders it says to
check in???

It is a hidden file go to tools, folder options, view,
and select "show hidden files and folders"
I'm having a similar problem with XP as well.
