Windows Update button not working

Hi,

1. The Windows Update button in the control panel doesn't work. (I cannot
have access to the Microsoft update page: the message "Unable to access Url"
appears.) However, when I use the Internet, I do not have any problem
entering the Microsoft update site and then do a search for critical
updates.
2. I don't have any WindowsUpdate folder in Program Files.
