Windows temp Files

I have a program (Window Washer) which cleans my temporary files, it leaves
behind all the folders (about 30), is it safe to delete all the folders ?

As long as there isn't a software install pending, it's safe to delete
any files, folders in the temp directory, but it's not clear which temp
files/folders you are talking about.
 
I would have thought that if window washer does not delete them you should
not.

You can manually delete anything in the temp folders. It is best to do this
right after booting up. That way any files that were needed to complete an
installation, requiring a reboot, will already have been executed.

If a file/folder is in use you will be flagged to the fact and you will not
be able to delete that particular item.
