Windows Task Manager - File, Options, View, etc. are gone

When I hit CTRL+ALT+DEL and Windows Task Manager comes up it no longer has
the File, Options, View, Windows, Help menu at the top. Also missing is the
Minimize, Maximize and Exit boxes in the upper right of the window. How can
I replace these items in Windows Task Manager?
