Windows startup keeps stalling.

Have a pc that when first booting, only makes it partially through the
startup, then shuts down. After restarting a bunch of times, it finally
starts working, and once it is working everything is OK. He can shut it down
and restart it w/o any problems.. Any ideas ?

This is a classic symptom of a failing power supply. The power supply
doesn't have enough "juice" to get the hard drive spinning all the way.
After enough starts, the momentum of the drive is enough to get the
operating system booted.

Swap the psu out for a known-working one to test.
