windows starts, but can't run or select anything

Windows starts ok. Everything is fine if I log in as guest, however if I log
in as myself my desktop comes up but i can't select anything or run any
programs. I can only bring up the task manager and the scvhost.exe is using
most of the cpu. Any ideas how I can fix this.

The First Question Of Troubleshooting: what changed between the time
things worked and the time they didn't?

The Second Question of Windows Troubleshooting: what is the
malware/virus status of the machine? If you think it is clean, what
programs (and versions) did you use to determine this?

In order to run antimalware programs, log on as the built-in
Administrator. If you have XP Home, you must go into Safe Mode to do
this. The default password is a blank.
