Windows sound on start up and shutdown

Windows sounds will not play onstart up or shutdown. The sounds are listed
and play in the program events. I have changed the sound schemes with no
efffect. Any suggestions?

The sounds are in the Computer, as I can play them when I scroll down the
Program events menu..They will not play, when the Computer starts or shuts
down. The Kellys-corner link did not help
