windows shutdown

After some recent problems my PC does not shut down completely - it goes to a
screen saying "it is now safe to turn off your computer". Anyone any idea how
this is controlled and where the setting is to make the machine switch off
from the shutdown command? thanks - JR.
 
This article is some help in that it establishes I have a Power-down problem.
However it does not solve my particular case. The suggestion is to access
the control panel/power management/APM - but my version of XP does not have a
APM tab....
