Windows Setup / Repair issue

This issue is happening when a repair is attempted or a clean install after a
debug. The system gets to the Windows setup screen.

At this point nothing happens when the keys are pressed. It acts like the
keyboard is not functioning. (This happens with USB and PS/2 keyboards). The
keyboard works in DOS and everywhere else. We have tried the follwing:

1) Swapped the kbd and mouse, rebooted, shut down, swapped them back. (This
worked ONCE)

2) Awapped USB kbd with PS/2 ans vise versa.

3) Cleared NVRAM

4) Disabled OS Install in the BIOS.

5) Flashing the BIOS. (This has worked a few times)
No HDD controllers are required. Any suggestions?

Another note * The function keys with the office keyboard is not the issue.
Nothing happens when any keys are pressed. (Ex. Enter, R, etc..)

If you boot to a say DOS 6.22 boot floppy, can you type DIR
and get a directory listing?

As I stated, DOS is fine. I can run DOS commands fine, such as browsing
directories and so forth. This is just with the Setup screen.
