"Windows Security" shortcut in Remote Desktop brings up Task Manag

Hello,

When I Remote Desktop to my target, a shortcut labeled "Windows Security..."
appears in my Start, Settings menu underneath Control Panel. If I click it,
it brings up Task Manager.

I found an article "Keyboard Shortcuts in a Remote Desktop Session" at

The article states that typing "Ctrl-Alt-End" in a Remote Desktop session is
the same as typing "Ctrl-Alt-Del" on the target - it "Displays the Task
Manager or Windows Security dialog box". So apparently, clicking the
"Windows Security" shortcut is the equivalent of typing "Ctrl-Alt-End" in a
Remote Desktop session.

My question is - the article says only that "the Task Manager or Windows
Security dialog box" will be displayed. How do you control which of the two
dialogs gets displayed ? Am I missing a component in my build ?
