It is not a Windows Security issue but an Outlook Express security issue.

Click on:

Tools ---> Options --> Security tab --> Remove the check mark on "Do not
allow attachments......"

Starting with SP1, Outlook Express does this by default, for any file type
which *can* contain a virus. It's not a virus checker, doesn't actually
check the attachments, and this doesn't mean that there actually is a virus
there.

Such attachments *are* very risky. You often see advice not to open
attachments from people you don't know. I think that that's one of the most
dangerous pieces of advice you see around, because it implies that it's safe
to do the opposite--open attachments from friends and relatives. But many
viruses spread by sending themselves to everyone in the infected party's
address book, so attachments received from friends are perhaps the *most*
risky to open.

Even if the attachment legitimately comes from a friend, it can contain a
virus. I'm not suggesting that a friend is likely to send you a virus on
purpose, but if the friend is infected without realizing it, any attachment
he sends you is likely to also be infected.

Personally I think what Outlook Express does is good; I never open
executable attachments at all, except from a *very* few trusted sources, and
then only when I'm expecting them. But if you want to remove this safeguard,
it's easy to do so: go to Tools | Options, and on the security tab, uncheck
"Do not allow attachments..."

If it's not the Outlook Express issue I referred to above, then please be
more specific about what's happening, Exactly what does "it still not
leting me open or save attachments" mean? What happens when you try? If you
get an error message, please quote it verbatim. Is it all attachemnts, or
just some? Which ones? What do mean when you say "its a windows security
issue"? How do you know that?

Did you check out the KB articles I posted?

There is a known-bug in Defender Beta2 which can affect opening attachments
as well as the ability to download using IE (but uninstalling Defender
usually fixes it): Can you successfully download & save files using IE,
Bloomer?

Was Norton AntiVirus /ever/ installed? What anti-virus application do you
use? Is it configured to scan incoming (and outgoing) mail?

I use AVG as my anti-virus, and i use Firefox for my browser, and it works
fine....
I know it's a Windows based error message because of the "Windows Security"
Logo in the Error message box..also i installed Incredamail during this
conversation with you and it allows me to open .wmv files ...so it has to be
Windows and Outlook Express combo problem..but how to fix it?

Again, was Norton AntiVirus /ever/ installed? How about Windows Defender?

Barring a Yes reply to either of the above, I'd have to say that something
in either http://support.microsoft.com/?kbid=875352 or
http://support.microsoft.com/?kbid=883260 would help, Bloomer.
