Windows refuses to load

After a power outage of several days, Windows refuses to
load on one computer. It scans repeatedly. We have
tried several options with the messages that are shown,
but nothing has worked.
 
Sue;
Reboot tapping F8 each second.
Select "Last known good configuration" at the menu.
Or
Reboot tapping F8.
This time choose "Safe Mode" at the menu
Then go to System Restore to Date/Time before issue started:
Start/All Programs/accessories/System Tools/System Restore
