I have a folder entitled WINDOWS.~Q. I cannot delete it or any of its
contents. When I try, it says that this item is no longer located on C:\.
There are subdirs to DATA, Docs and Settings, all the way to the final entry
in the folder called WNML4Z89 and its file ShowFolder[1]. None can be
deleted; the error msg is the same that the file no longer exists.

~ means it is a temp folder. Try running disk cleanup to see if that
deletes it for you.
