I believe I went all the way back.
It just gives me popups saying windows has found many corrupted registry
files and I need to fix them NOW. It always gives me a website to go to and
download a program. When I do it finds hundreds of problems and when I ask
it to fix them it says I need to register the program.

Did a scan, no virus. I just formated the hd, how could I be having problems
like this? thanks

You may have "just formatted" the hard drive (or not, sometimes people
think they formatted and really just did a Repair Install) but you've
picked up malware. You've probably got a Smitfraud or Winfixer
infestation. Without more information about the exact threatening
program and the website (you can "x" out some of the url so as not to
post a working link to an evil website), I can't give you specific
instructions.
As well as the others good advice, if you use the windows firewall go to
advanced > exeptions tab, see if
there is a reference to the popup if so, uncheck it.
FWIW a good firewall solution is mandatory these days, just don't
rely on the widows one
