Windows problem?

I am posting this question for a friend, since he currently can not connect
to the net to ask himself.
As stated, he can not access the internet nor outlook express. When he makes
an attempt, the page loads, stays on a few seconds, then flashes, followed by
a page with a blue background with white print. This in turn, only lasts a
few seconds before going black, and then goes back to the windows start up.
We have talked with his ISP, and they think it windows related, so any help
from someone is greatly appreciated.

Thank you

Control Panel > System > Advanced tab > Startup and Recovery - Settings
button > System failure > remove the checkmark from Automatically restart.
Now your friend will be able to read the text on the blue screen.

Post back with the STOP code (begins with 0x000...) and/or the name of the
error (LOOKS_LIKE_THIS).

first, thanks for the advice.
ok, we tried to follow your instructions, but after "controll panel, it just
went and rebooted again.

the good news is that we left everything unplugged for a while this
afternoon, and he did manage to get four hours of full computer access again,
unitl recently.

That sounds more like a hardware problem, possibly overheating inside the
computer or a faulty power supply. Open the computer case and clean out the
dust and debris from inside, and make sure all the fans are working. If all
the fans are working properly, the computer is free of dust and you still
experience the problem, have your computer checked by a technician.
