Usually due to a need to update the driver for your graphic (video display)
card. Go to the internet site of the graphic card manufacturer and download
and install the latest driver (also called firmware) for XP.
I am assuming here that you have at least 256 MB of RAM memory to run XP. If
not, this may be the problem if you are trying to open large picture files.
In this case you would need to add more RAM memory. Try updating your
graphic card driver first.

Do you happen to have Adobe PhotoShop or
Elements installed?

If you do...right click on a .jpg file and choose
Properties. Click the Photoshop Image tab
and uncheck the "Generate Thumbnails" button,
then click OK.
