How do you set this up to work in a third party program. I can't seem
to find an .exe file.

What do you mean, work in a third-party program? Do you mean you'd like
to associate picture files with this program? If so, then use the File
Viewer tab from within the Folder Options applet (Control Panel or from
the Tools menu in any Explorer window). If this isn't what you mean,
then please repost with a better description of what you want to do.

Basically, my newsreader need to point to a program for mime or
picture decodes. I have set it up in the Folder Options but it has
no impact on the newsreader. It needs to know what program
to use and in general looks for an exe.

Does your newsreader have the ability to choose default helper
applications in its Preferences? I know mine does. As for the
executable, I found this information on a message board after Googling
for "Windows Fax & Picture Viewer executable":

"It's not an EXE file but is contained inside an MS DLL file. This is
the path to it:

rundll32.exe %SystemRoot%\System32\shimgvw.dll,ImageView_Fullscreen %1"

So I'm not sure how that will work for you. Perhaps if you repost with
the name of your newsreader, someone who uses the same one will have a
better answer for you.
