Windows Picture and Fax Viewer

Can the picture and fax viewer be reinstall without reinstalling the OS?

Mine no longer works. Everytime I try to open a picture I get and error
stating:

Windows cannot find 'C:\blah\blah\blah.jpg' Make sure you typed the name
correctly, and then try again. To search for a file, click the start button,
and the click search.

I can open all these files with other programs.

Click START|RUN
Type

regsvr32 shimgvw.dll <enter>

See what happens...
