windows patch

I keep getting a gray pop-up called Messenger Service....
Messenger Security Bulletin MSo3-043...
It says Buffer Overrun in Messenger Service Could Allow
Code Execution (828035)
Then it goes on to explain the reason. On the bottom of
the pop-up there is a www.windows-patch.info; and tells
me to log onto it and hit ok.
My concern is that this could be a virus. How can I get
rid of it. Help please....thank you
